The capability index is the mean of the three dimensions, each the mean of its domains, each the mean of its groups. Tiers are Pareto layers within each domain; the tier rank orders nations by domains held at Tier 1, then Tier 2, and so on. The goal-weighted score is the score sum unless the experiment sets a goal. The primary objective is the one the experiment is judged on; every other objective is reported beside it.

Credits

What each round’s credits went on in the median simulation. Across all simulations, build took 57 per cent, buy took 17 per cent, partner took 26 per cent of the 3,590 credits a simulation spent on actions.

What each decision and shock was worth

Counterfactual probes on the first 5 seeds: the same simulations with one thing changed, paired seed by seed. A removed decision or shock is taken out and the other decisions replayed unchanged, so the difference is that item's worth.

Domains at Tier 1 by round

The median across the 50 simulations over the band from the 10th to the 90th percentile, with the greedy experiment's median as the dashed reference. Under the axis, the share of simulations a shock struck in each round.

shocks

Tree search, median and 10th to 90th percentileGreedy, median, same seeds

Regret against greedy

The search's objective minus greedy's, paired by seed (the same shocks and the same elasticities), by round: the median over the 10th-to-90th band. Positive is better for the search whatever the objective. This is the first chart to read: it says whether the search is doing anything.

At the horizon the search is +0.2 on average (median 0.0) and ahead of greedy in 22% of seeds.

Allocation stream

Credits spent on actions by round, stacked by domain or by mode, averaged over simulations: the strategy made visible. Headline actions and greedy's filling actions are counted together.

Tier ribbon

For each domain, the share of simulations in each tier by round. Tiers are Pareto layers within a domain against the frozen field.

The tree

The search tree of one round of the representative simulation, as an icicle: depth downward, width as visits, the principal variation (the most-visited path) outlined. Rest on a node for its action, visits and mean.

227 stored nodes to depth 4; nodes under half a per cent of the root's visits are merged into grey "other" blocks. Width: visits. The principal variation has the amber outline.

Start at depth 0: 500 visits, mean domains at tier 1 6.892.

How far the principal variation was then followed: 100% at depth 1, 14% at depth 2, 16% at depth 3, 16% at depth 4, 25% at depth 5, 47% at depth 6, 33% at depth 7, 100% at depth 8, 100% at depth 9.

Pathway overlay

The committed headline actions of the representative simulation drawn on the trajectories of the groups they touched (filled dots), with each round's two most-visited rejected alternatives drawn faint (hollow).

Position and horizon by domain

The nine domain means at the position and at the horizon (the median over simulations), with the greedy experiment's horizon as the reference. The same axes as the ratings deck.

Attribution

From the counterfactual probes the harness runs on the first 5 seeds: the position, plus the worth of the five largest decisions (each removed in turn, the rest replayed), minus the cost of the three largest shocks, plus everything else, to the horizon. In domains at tier 1 units.

Fragility at the horizon

Groups of the representative simulation's end state within half a point of changing their domain's tier: half a point more lifts the domain a tier, or half a point less drops it.

No group sits within half a point of changing its domain's tier at the horizon.

Stability across seeds

How often each root decision was committed in each round, across the 50 seeds. The same decision winning in most seeds means the search is finding something the shocks do not move; a flat spread means it is indifferent.

The most common root decision won in a mean 19% of seeds over all rounds, and 12% over the first five.

Report, with the search's section

Written from the simulation record by the loop's narrator, with the search's own section at the end. Every figure names the query it came from, in square brackets.

Batch mcts-m2. Model 0.1.0, graph 0.2.0, parameters 0.1.0. 50 simulations, seeds 1 to 50; probes on 5. Every figure is a distribution over simulations of a structural model with seed parameter values; it shows what the model implies under these settings, not what will happen. Other nations are frozen at their 2026 ratings. No reconstructed historical data is used in this experiment.

Headline

South Korea played 20 rounds from 2026 under the tree search (mcts) method, with stochastic events, 50 times. Its capability index moved from 16.00 to a median of 17.97 (+1.97), with 90 per cent of simulations between 17.30 and 18.42 [experiment_objectives].

Starting position

In 2026 the nation ranks 6 on the index against the frozen field, holds 2 of nine domains at Tier 1 and has a tier rank of 7. Its base income is 888 credits a year, calibrated so that its 2026 position is affordable with headroom for investment.

What was decided

A simulation spent a median of 3,561 credits on actions. The five groups that took most were Transparency, Oversight & Accountability (build, 126 credits, 3.5 per cent); Justice System & Fundamental Rights (build, 117 credits, 3.3 per cent); Technical & Vocational Skills (build, 116 credits, 3.2 per cent); Fiscal Capacity & Public Finance (partner, 103 credits, 2.8 per cent); Public Integrity & Anti-Corruption (build, 101 credits, 2.8 per cent) [experiment_decisions_by_group]. By mode: build 42 per cent, partner 33 per cent, buy 25 per cent [experiment_decisions_by_group]. Concentration of spending (HHI) had a median of 0.026, and the most repeated action appeared in 15 per cent of rounds.

The leading domain by period: rounds 1 to 5, Human Capital; rounds 6 to 10, Governance & Integrity; rounds 11 to 15, Governance & Integrity; rounds 16 to 20, Critical Technology [experiment_spend_by_period].

The method's chosen action was within 5 per cent of its best alternative in 98 per cent of actions and ahead by more than 25 per cent in 0 per cent [experiment_decision_margins].

What the world did

A median simulation saw 2 shocks and 1 upside events. The most damaging per firing were S03 (19 firings in 18 simulations, −29.5 points each); S09 (5 firings in 5 simulations, −23.6 points each); S07 (6 firings in 6 simulations, −23.0 points each) [experiment_shocks]. Upside events fired 66 times across all simulations [experiment_shocks].

The groups that lost most to shocks, per simulation: Fiscal Capacity & Public Finance −1.16; Economic Leverage & Dependence −1.15; Trade Facilitation & Logistics −1.15; Information Environment & Strategic Communication −1.08 [experiment_shock_damage_by_group].

The edges that carried most change through the graph, per simulation: Fiscal Capacity & Public Finance to Social Infrastructure (+0.50 points); Research Talent & Knowledge Creation to Quantum Technologies (+0.59 points); Research Talent & Knowledge Creation to Innovation & Commercialisation (+0.59 points) [experiment_propagation_by_edge].

Where it ended

At 2046 the median rank is 2 (5th to 95th percentile 1 to 2), the median count of Tier 1 domains 7 (6 to 8) and the median tier rank 2; the resilient score, the mean score sum over simulations, is 1,298 [experiment_objectives].

Tier 1 probability changed most in: critical technology (0 to 14 per cent of simulations); financial strength (0 to 100 per cent of simulations); governance and integrity (0 to 100 per cent of simulations); information and influence (0 to 100 per cent of simulations); strategic infrastructure (0 to 90 per cent of simulations) [experiment_tiers_by_round].

Why

Without shocks the index ends +0.117 higher on average, so the shocks cost about 0.117 index points [experiment_probe_attribution].

Holding instead of following this method changes the index by −2.361: that is the method's worth against doing nothing [experiment_probe_attribution].

Removing any single one of the five largest actions changes the index by between −0.023 and −0.012, for example 2045 build Nuclear Deterrence (52 credits) [experiment_probe_attribution]. The largest actions by credits come late, when income is highest, and are rarely the most valuable.

Removing the largest shock of a simulation raises the index by +0.076 on average [experiment_probe_attribution].

The replay probe reproduces the simulations exactly (index change 0.000000), so the attributions are clean [experiment_probe_attribution].

Surprises

move_without_shock (warn): largest one-round change in a group with no shock landing: 3.94 points; 8% of simulations have one above 3.

tier_jump (warn): largest gain in one domain within five years: 6 tiers (50 simulations above 2); tiers are reported, not an objective.

saturation_high (warn): 98% of simulations end with a group at 20 that did not start there (median 8 groups).

The simulation furthest from the median (seed 45) ends −0.79 from it, with 6 shocks and 0 upside events [experiment_outlier_simulations].

Comparison

This is the baseline (hold) experiment, or there is none for this nation in the batch.

No backcast comparison: this experiment does not start from a historical position [experiment_against_history].

The search

Monte Carlo tree search 0.1.0 with candidate generators 0.1.0 (marginal return, graph leverage, goal gap; top 4 groups each), 500 iterations a decision, UCT c = 1.4 scaled to the reward spread, widening alpha = 0.5, greedy playouts to the horizon, objective tier1; playouts drew their futures from the stochastic scenario.

The committed decision most often chosen, round by round: round 1 buy Technical & Vocational Skills (10 per cent of simulations, visit share 9 per cent); round 2 partner Technical & Vocational Skills (14 per cent of simulations, visit share 10 per cent); round 3 partner Nuclear Deterrence (16 per cent of simulations, visit share 9 per cent); round 4 build Fiscal Capacity & Public Finance (10 per cent of simulations, visit share 10 per cent); round 5 greedy (10 per cent of simulations, visit share 10 per cent) [mcts_decision_sequence]. The search hesitated (top two root candidates within 10 per cent) in 58 per cent of decisions, considered a mean of 30 candidates, grew trees of a mean 429 nodes to depth 4.1, and took 1.1 seconds a decision [mcts_decision_sequence].

Where the committed actions came from, by proposing generator (committed simulation-rounds): marginal return 37.2; goal gap 3.6; graph leverage 3.2; greedy 3.2; graph leverage | marginal return + graph leverage 1.9 [mcts_root_candidates].

Against the greedy experiment with the same seeds (m2-kor-greedy-marginal), the search's tier1 at the horizon is +0.220 on average (10th to 90th percentile 0.000 to +1.000), better in 22 per cent of seeds; on the index −0.018, the score sum 0.0 and Tier 1 domains +0.22 [mcts_regret].

Across seeds the same root decision won in a mean 19 per cent of simulations (first five rounds 12 per cent) [mcts_stability].

The principal variation was followed 100 per cent at depth 1, 14 per cent at depth 2, 16 per cent at depth 3, 16 per cent at depth 4 [mcts_pv_vs_path].

Checks, with the search's own

The automated checks, the standard ones and the search's own: the search completed its iterations, the root visit shares sum to one, the committed decision is the most visited, the regret is finite, and a warning when the search was indifferent in most rounds.

Not a forecast
Every figure is a distribution over the simulations of a structural model, reported to compare methods and test the model. None is a prediction of what a nation will do or become.
Structural parameters
Costs, decay, vulnerability and credits are structural seed values with low or medium confidence, set by domain with single-group exceptions. Five groups have no defensible value in a single-nation model and are flagged in the parameter tables.
Other nations are frozen
One nation is simulated at a time. Every other nation stays at its 2026 rating, so rank and tiers are measured against a still field; where the simulated nation rises past others their own tiers are not re-sorted.
Starting depth and mode are defaults
The position is the National Capability Index ratings. How institutionalised each capability is, and how much was built, bought or partnered, have no data behind them yet and start from structural defaults.
Credits are calibrated, not measured
Each nation’s income is set so that its position is affordable with headroom that rises with its fiscal capacity. It is not yet fiscal capacity as a share of GDP.
